Description This unit covers the competency to undertake technical rescue operations as a member of a team.

Learning Outcomes and Application The application of this unit in the workplace - the environments, complexities and situations involved - will be written during Phase II of the Review of the PUA00 Public Safety Training Package.This text will be useful for the purposes of job descriptions, recruitment advice or job analysis; where possible, it will not be too job specific to allow other industries to import it into other Training Packages, where feasible.

Elements of Competency Performance Criteria              
Element: Prepare for technical rescue
  • Equipment is checked and serviced to ensure it is ready for use
  • Operation and task information is obtained and analysed
  • Rescue equipment is selected based on incident information
  • Personal protective equipment is selected relevant to the nature of the rescue operation
       
Element: Assess and manage technical rescue scene
  • Physical features of rescue scene are assessed before deploying rescue resources
  • Rescue scene is managed to control access and maintain a safe and effective operational environment
  • Communication with other personnel on site is established and maintained
  • Situational and environmental hazards are assessed, minimised and controlled
  • Specialist rescue resources are accessed based on the assessment of the incident
       
Element: Manage casualties
  • Casualties are assessed and stabilised to minimise further injury or discomfort during rescue operations
  • Nature of injuries/entrapment is ascertained to develop an extrication plan
  • Support is provided to medical personnel assisting with the treatment of the entrapped person/s as required
       
Element: Establish and maintain rescue scene safety
  • A safe working area is established and maintained to prevent injury to self and others
  • Hazards are monitored during the rescue operation to prevent injury to self or others
  • Scene management procedures are followed in accordance with team leader instructions and organisational procedures
  • The incident scene is prepared to facilitate the prompt and safe rescue of casualties
       
Element: Carry out technical rescue operations
  • Liaise with primary response team and other relevant personnel
  • Additional technical equipment is employed to make incident scene safe
  • Access plans are determined with consultation team leader, medical staff and other technical specialists
  • Procedures are implemented to protect casualty/s from further injury or discomfort during access and removal
  • An access path is provided for the removal of casualty/s using appropriate rescue techniques and equipment
  • Casualty/s are rescued using appropriate techniques and equipment relevant to the incident/environment
       
Element: Terminate specialist rescue operations
  • Incident scene is preserved for investigating officers
  • Equipment is recovered, cleaned and serviced in accordance with manufacturer's guidelines and organisational standards prior to leaving the scene
  • Signs and symptoms of operational stress in self and others are recognised and reported to appropriate personnel
  • Operational documentation is completed to organisational standards
